This is a pure vegetable glycerin. Please note that although it comes from a larger container of USP glycerin it is dispensed into non-sterile poly bottles. It is perfectly suitable for external use (or many other uses), but the non-sterile container makes it not food grade (note that although the poly bottle in this listing is not sterile, it is "clean", and used as it came from the supplier, with the cap in place.
Glycerin is the most common name for this, but it's also called "glycerine" and "glycerol". It's a hygroscopic liquid (likes to absorb water). Perhaps best known in the crafts community as a component of glycerin soap. From Wiki: "This kind of soap is used by people with sensitive, easily irritated skin because it prevents skin dryness with its moisturizing properties. It draws moisture up through skin layers and slows or prevents excessive drying and evaporation [on the skin]."

It's a widely used material and the Wiki article lists several other applications: in the food industry, in botanical extracts, as an electronic cigarette liquid, as an antifreeze, as an internal combustion fuel, as a chemical intermediate, in the film industry [to make something stay "wet" looking], and as an ultrasonic couplant.
