There's not a whole lot of information about Kelly green online. It may possibly be because it only goes back to the beginning of the 20th century and is called an "American" color in most of the brief paragraphs that do show up online. Most painters know that the lion's share of pigments were discovered or created earlier in history and overseas. We lowbrow Americans have not had much impact in classic art history save for a few exceptions. We are the country of Andy Warhol and "modern" art. I do like to give some technical information about pigments so they can be compared objectively and intelligently by customers. I did manage to find the source for this with a C.I. and other information. The manufacturer calls this a Kelley Green, and classifies it as Pigment Green, C.I. 50, The "art is creation" resource has many synonyms like "jade green", "greek green", "turquoise green", and "cobalt teal pure"

It's described as a bright green with a yellowish shade, "jade green", opaque, inorganic, with excellent lightfastness and durability. Uses are in paints and resins. It's produced by high temperature calcination of a mixture of Cobalt Oxide and Titanium Oxide (without a nickel component which this sometimes has). The combination with titanium oxide and calcination must change it chemically because it is listed as not dangerous (cobalt oxide alone has a danger with ingestion or inhalation). Either way, regard it with respect and take the precautions of dispensing it with slow movements and wearing a dust mask. It is chemically interesting because the combination of the two oxides turns it into a spinel (the chemical name is cobalt titanate green spinel).

Here is one of those short descriptions I mentioned that says it as an "American" color (site is 'Under the Moonlight'):
"This is the expanded version of what Kelly green is...[it's] the explanation of the history of who St. Patrick was, his importance in Irish Catholic history, the Irish Rebellion and the St. Patrick’s day parade.
Kelly green is an American term. The other name of this colour would be Irish green. The colour closely looks like a shamrock which is a green sprig. The name derived from the last name Kelly; a common last name from the turn of the 20th century. The first time Kelly green was coined has the description of the colour was in 1917.
Kelly green is named after the common surname found in Ireland. It is a heritage name that goes back to the times of O’Callagah clan. The name has two meanings: troublesome and bright-headed. The colour green was named Kelly green because of the influx of Irish immigrants coming to America celebrating the St. Patrick’s day parade."

Safety note: Handle all dry pigments with care. Work slowly to avoid generating airborne dust and wear a dust mask for extra protection. Also avoid getting the dust all over your hands. Latex gloves are good at providing skin protection without "getting in the way".

Reviews

This pigment is simply cobalt green light (the yellowish green shade, not the light mint green shade), PG50, which I already have (a few hundred grams), so I didn't need this extra pigment. The name Kelly Green made me think that this was a rare pigment, one whose name I've heard but thought that maybe the actual chemical composition was rare or unique. It's a fine pigment, I just think that it should be listed as 'Cobalt Green Light, PG50'.
